HOW TO CREATE CRORES OF JOBS?

Government cannot create more jobs for the state, it is only created by opportunities created by the people.  It may be anything, mason job, collie, plumber, drainage cleaning, repair work, anything else.  These jobs are created by the necessities of people.  These may be or may not be sufficient for the people jobs requirements.  Whatever created by the opportunities of people, was done by interested by the workers.  These are unorganized sectors and independent workers and their jobs, nobody control these jobs by any government, it will be like unorganized and workers are also unorganized for their daily needs, and they spend more with available job money and enjoy and they will be hungry or less foods and amenities with no work and finally with loans with organized people.

WHAT GOVERNMENT HAS TO DO?

Make the people organized with some good measures to join independently to get those benefits like pension, medical, education and housing and good amenities.   For this, Government make all workers to come to organized sector tied with government,

IS IT POSSIBLE TO GOVERNMENT TO MAKE ALL WORKERS TO COME ORGANISED ?

Say, Government comes with one ACT, saying that all workers wages, to be paid in individual worker account in Government maintained bank/treasury account.  So what will happens, when this is introduced, all people will be paid in individual accounts for their wages.   House owner is paying worker’s wage in his individual account in the Government Bank’s/treasury.  What will happen if the house owner not paid in his account, he is punishable for 3 months jail.  It is really worked for worker.  Worker naturally says, I want immediate money after my work, but owner is paying same in his bank account.  Shopkeeper pays the salary his worker in his account in the bank. Otherwise he is punishable.  Monthly workers will come under this organized sector first, because the shop owners would definitely fear about the paying wages directly.  DAILY WAGES WORKERS – initially this may not be practiced, but government has to stringent actions against who are paying directly to the worker.   

CREATE ONE ORGANISATION LIKE STATE’S WORKERS WELFARE FUND -  For example, one plumbing work to be done, he choose his own plumber but paid in e-seva or bank in his account, what will after deposit, Government will take 5% money from his account and give education to his children, medical expenses in all hospitals.  What will happens, after deposit 5% money in government account, it will be accumulated and will be paid for welfare of workers like education, medical, pension, etc.

CONSTRUCT HOSPITALS, SCHOOLS, OLDAGED HOMES WITH THIS MONEY – MONEY SHOULD BE SPENT FOR THE WELFARE OF WORKERS ONLY.

AFTER SOME YEARS, WHAT IS THE SCENERIO IN THE STATE-

1.      Everybody educated

2.      Everybody get medical facilities

3.      Everybody gets pension like government job

4.      Government is not paying from the govt.’s money, it is workers’ money and it is their welfare

5.      Income of the state would be raised

6.      Income of family would be raised since children become educated

7.      Social equality will be seen in the society

8.      Welfare of state would be maintained for all

9.      Income would be distributed among all equally

10.  Factual wages will be counted in the books of accounts in all organizations, so that state tax income would be raised

11.  Infrastructure would be developed by way of hospitals, educational institutions, schools, colleges, universities, etc

12.  State become rich

MAKING NEW WORKERS’ WELFARE ORGANIZATION

It should be on the lines of welfare of workers and funds should not be diverted to other activities.   Aadhra account should be bank account for each worker in the government.  There is no confusion on this.  Welfare measures should be undertaken and first priority for accidental insurance, then personal insurance, pension insurance, family insurance and second priority to education to worker’s children, getting into the schools and compulsory education, changing lives of future generations with good education i.e. technical, managerial, scientific educational courses. When amount paid to Aadhar account of each worker, automatically 5% money will go to Workers Welfare Organization.

COVERAGE OF ALL FAMILITIES UNDER ONE ORGANIZATION

Each worker in the family and his family members should cover under this organization for the benefit of education, training & SILLS DEVELOPMENT for employment, medical and pension benefits.  There should not be any member out of this coverage AND THERE IS NO DUPLICATION OF AADHAR ACCOUNT.

Each worker identified, then government can estimate the workers, works available, works to be created, housing for people, drainage facilities, creation of roads, ports, buildings and many more.  Initially school buildings, hospitals in each district, taluq, mandal and block, should be created for the expansion of facilities for education and medical facilities to these workers.

ONCE JOBS CREATED AND ORGANIZED, THEN WELFACE OF THE WORKERS TO BE STARTED IN THE FORM OF HOSPITALS, MEDICAL FACILITIES FOR WORKER’S FAMILIES IN DECENT WAY, EDUCATIONAL FACILITIES FOR GOVERNMENT SCHOOLS.

INITIALLY, THERE SHOULD NOT BE ANY RESTRICTIONS ON MINIMUM WAGES AND ACT IMPLEMENTATION.  First, all workers should come under one roof of one organization, then see the welfare with 5% money.  Introduce slowly minimum wages act and pension payment act on employers after five years.  Additional 5% for pension contribution should be introduced from the workers’ wages, for creating pension to all workers in the state.

THIS IS UNORGANISED SECTOR BECOME ORGANIZED NETWORK UNDER THE GOVERNMENT

WHERE THIS SYSTEM FAILS

SMALL WORKERS WILL ASK PAYMENT DIRECTLY AND SAY WE WILL DEPOSIT IN OUR ACCOUNT ONLY FROM THE JOB GIVERS.  Punishment also may not work, punishment also cannot be given to the job giver.  To systematize this, Govt. has to create WORKS BAZAAR where generally, job givers come to pick these workers.  Job givers come and just pay the money for their works, work bazaar sent the workers to these workers to their house after deposit.  In this situation, first money deposited in Govt. account and 95% will be automatically deposited in worker aadhar account after work allotted to the worker. Here work become registered and given to the worker.

Flow of work – Job giver comes to work bazaar and register his work and deposited the money in govt. account. work bazaar allots the works to workers and money deposited after work is over and deposited into their aadhar accounts.  Here works become systemtaized, wages would properly paid, 5% money deposited for the welfare of worker,
